Un appel à communications pour un colloque international

Argumentaire
À l’occasion de la fête de l’enseignement en RDCongo et soucieux de la mise en application des résolutions en rapport avec le Jubilé de Diamant de l’Université de Lubumbashi, entre autres, la résolution concernant l’organisation de grandes rencontres ou colloques scientifiques intéressant la vie académique, scientifique ou la société, l’Université de Lubumbashi organise, en appui à la planification des connaissances et des comportements pour la prise en charge des résolutions sur l’environnement (COP21 et COP22), un colloque portant sur les populations et l’environnement.
L’exploitation de ressources naturelles par l’homme a pris une amplitude décisive à dater de la révolution industrielle. Cependant le XXe siècle aura entériné la rupture du pacte entre l’homme et la nature. Les conséquences de cet état de fait sont nombreuses et le réchauffement climatique en est une des illustrations les plus préoccupantes au vu de ses enjeux cruciaux pour l’avenir de l’humanité.
Alors que le changement climatique entraîne des mouvements de populations qui s’ajoutent aux tensions géopolitiques existantes, on observe que les pays industriels du Nord disposent de moyens adéquats pour faire face aux désastres occasionnés par la globalisation et bien plus, ils pèsent de leur poids pour imposer au monde entier leur vision, le rythme d’interventions.
Il en ressort un sentiment d’injustice dont découle la nécessité de mettre en place un organe mondial légiférant sur les questions environnementales à travers des règles imposables et opposables à tous. D’où l’idée née de la COP 21 réunie à Paris, de créer un Conseil de sécurité de l’environnement.
Le présent colloque vise la prise de conscience effective de responsabilités de l’Afrique et plus particulièrement de la RDCongo qui détient, de par ses énormes potentialités, une part de la solution au problème environnemental. C’est à elle de mettre en place certaines stratégies idoines afin de gagner la place qui lui convient proportionnellement à ses énormes potentialités environnementales, dans ce conseil mondial à naître.
Les désastres observés à l’exemple des inondations, de l’avancée de déserts, de l’effondrement de blocs de glace, de la déforestation galopante nécessitent donc une prise de conscience planétaire autant qu’un engagement international afin de juguler les influences néfastes des économies mondialisées pour maintenir l’équilibre entre l’homme et l’environnement.
Le colloque invite à réfléchir sur les questions complexes soulevées par le développement techno-économique devenu insoutenable au regard de ses méfaits sur la nature et par ricochet sur l’être humain lui-même. En outre, les mouvements de populations (immigration) dus au changement climatique est en train de donner une nouvelle configuration aux relations internationales et soulève des problèmes sécuritaires et non des moindres.
Les conclusions de ce colloque, dans le prolongement de la COP 21 et COP 22, trouveront un ancrage concret dans le projet UNILU 2.
Les contributions attendues s’articulent autour des axes ci-après, sans exclure d’autres perspectives :
- De la conscience écologique : Quels discours et quelles pratiques, et au Nord et au Sud ? Où en est par ailleurs la conscience écologique en République Démocratique du Congo ?
- Quid des engagements juridiques nationaux et internationaux sur l’Environnement ?
- Vers une gouvernance mondiale de l’environnement ? Pour un Conseil de sécurité de l’environnement : enjeux, atouts et obstacles.
- Des enjeux politiques, philosophiques et éthiques de problèmes environnementaux.
- Environnement, industrie, santé et développement socio-économique durable.
- Environnement, biodiversité et santé humaine
- Scruter la problématique « homme et environnement » à l’horizon de penseurs contemporains.
- Comment adapter nos systèmes éducatifs pour amener les terriens à l’abandon du rêve prométhéen de la domination de l’univers pour un pacte apaisé avec la nature ?
- Quelle prospective afin de soustraire l’homme ainsi que la nature aux périls qui les menacent ?
- L’environnement et les imaginaires : quelles représentations de l’environnement ou de l’homme, élément environnemental ?
- Population et immigration interne.
- Population urbaine, problématique de l’eau et de l’énergie et défi écologique.
- La ville africaine, quelles perspectives et prospectives ?
- Mégalopoles africaines et environnement.
- Changement climatique, population et immigration écologique.
- Population africaine et identités « nouvelles ».
- Question de la criminalité environnementale
- Chimie de l’environnement

At the occasion of the national teaching festival in D R Congo and with regard to the resolutions of ‘jubile de diamant’ organized by the university of Lubumbashi for its sixty years of existence that encourage the organization of great scientific meetings or conferences about the academic and scientific issues of the society.
It is in this context that the University of Lubumbashi has to organized the international conference on the populations and the environment entitled ‘A CONTRIBUTION TO KNOWLEDGE PLANNING AND ACTIONS TO TAKE WITH REGARD TO THE RESOLUTIONS ON ENVIRONMENTENT (COP21 AND COP22)
The exploitation of natural resources by the man has reached higher level with the industrial revolution. However the 20th century will have ratified the rupture of close relations between man and nature.
The consequences of the exploitation of nature by men are numerous but the climatic reheating is one of the most alarming illustrations because of its negative impact for the future of humanity.
Whereas the climatic change causes the migration among population which are added to the existing geopolitical tensions, it is observed that the industrialized countries of the North have adequate means to face the disasters caused by the globalisation and much more, they are able to impose on the whole world their vision, the way of reacting to the desasters.
It comes out from it a feeling of injustice from which there is a need for establishing a world legislation on the environmental questions that should be applied to all countries. It is From this assumption that comes the idea of the COP 21, an international meeting in Paris, to create a Security Council of the environment
This conference aims at the effective awakening of responsibilities for Africa and more particularly for RD Congo which holds, from its enormous potentialities, the part of the solution to the environmental problem.
It is up to the DR CONGO to impliment adapted strategies in order to be concidered at the international level in the future world council because of its enormous environmental potentialities.
The world is confronting many disasters such as the flood, quick progresion of deserts, collapse of ice blocs, and deforestation . All these desasters require a planetary attention as well as an international committement in order to stop the negative influences of the globalised economy for maintaining the equilibrium between man and the environment
The conference invites the participants to think on the complex questions raised by the technical and economical development of the world which have negative impact on the nature and the human being himself/herself. Moreover, the movement of population (immigration) due to the climatic change is giving a new configuration to the international relations and raises serious world security problems.
The conclusions of this conference, in addition to COP 21 and COP 22, will be concretly applied to UNILU 2 project

The papers should be between (4000) and (7000) words in length incuding notes of references send along with an abstract not exceeding (200) words and five or six keywords
